Most link building is a numbers game: buy fifty links, hope some of them count. I work the other way round. I start by measuring the gap between you and the competitors you need to beat. Then every prospect site has to clear a qualification bar before it's pitched: authority relative to yours, low spam, real traffic from your market, and a traffic trend that isn't falling. Links, brand mentions and distribution are planned against that gap, not spread evenly.

Measuring exactly how far behind the competition you are
Your links, referring domains and link types against the median of the competitors you need to beat. The single biggest gap gets about seventy percent of the next cycle's effort. The plan doesn't spread thin across every metric.
Deciding which sites are worth a link at all
A prospect site must be at least eight Domain Rating points above yours, a bar that rises automatically as your own authority grows. Spam score, regional traffic, traffic spread across many pages, and six-month traffic and page trends are all checked before anyone is contacted.
Earning and negotiating the links
Credibility-led pitches sent as a real business, not an anonymous link buyer. Guest posts and link insertions tracked from prospect to live link, with anchor text and the destination page decided before anything is written.
Getting talked about where your buyers already are
Platform-by-platform plans for Medium, SlideShare, Pinterest, Reddit and niche forums. Forum work builds credibility early and gets suggestive later. Rushing that stage is how accounts get flagged as spam.

The load-bearing rule is relative: a site has to out-rank you by at least eight authority points. At authority 16 that's one bar; at authority 40 it's a higher one. The standard rises as you grow, instead of staying pinned to a number that stopped meaning anything.

Referring domains and backlinks grew in every month reported, and the site's Domain Rating climbed from 10 to 38 over the engagement. In a separate IT-services account, referring domains went from about 490 to 620 between two consecutive months.
The honest part: The two most recent months reported keyword positions and technical health only, not traffic totals, so the latest trend can't be independently confirmed from that data.

Where a placement is paid, it still has to pass the same six-metric bar as any earned link. I'd rather you get ten links that count than fifty that make your profile look bought.
